The Obama administration’s power-plant emissions rule faces a courtroom showdown this week, and the outcome could have big repercussions for Washington’s ability to meet its promises under a landmark climate-change accord.

The Environmental Protection Agency issued the regulations a little more than a year ago, requiring a 32% reduction in power-plant carbon emissions by 2030.

Industry associations and a group of mostly Republican-led states filed over three dozen lawsuits challenging the rules while the GOP has made regulatory relief an issue in the presidential campaign.
